Oqood: An online system and process under the Dubai Land Department for registering off-plan
property contracts. “Oqood” (Arabic for “contracts”) issues an Oqood certificate as proof of the
buyer’s interest in an under-construction property. Essentially, it is the interim registry for off-plan
transactions before a title deed is issued at completion. Example: After paying the first
installment for the under-construction villa, we received an Oqood certificate from the Land
Department, which confirms our ownership rights to the property while it’s being built.
